Creation of Two Detached Dwellings in the Conservation Area
The site at Dean Street in Liskeard occupies a sensitive location within the town’s designated Conservation Area. Historically containing two existing dwellings (Dean and Trebyan) that have fallen into significant disrepair, the plot has become detracting from the overall character of this historic street scene and is affected by vandalism and neglect.
The design vision for this project focused on bringing modern housing to an underutilised town centre plot while enhancing the historic environment. The proposal involves the demolition of the dilapidated bungalows and garages and the construction of two high-quality detached four-bedroom houses, each with associated parking and landscaping.

Respecting the Conservation Area Character
Dean Street lies within a Conservation Area characterised by mixed historic buildings and domestic properties, some of which contribute positively to the local architectural character. New development here must respond sensitively to traditional street patterns, scale, and materials, and positively contribute to the historic environment.
Enhancing the Street Scene
Thoughtful siting and form for the two new detached dwellings have been developed to reflect the rhythm and massing of adjacent properties, providing a coherent frontage that responds to the existing streetscape. Materials, proportions and architectural detailing seek to complement nearby buildings and ensure a positive contribution to the Conservation Area.
Quality of Accommodation & Layout
Each dwelling is designed to provide generous internal spaces with good daylighting, functional layouts, and private outdoor areas, making them ideal family homes in a sustainable town centre location.
Heritage Impact & Mitigation
As part of the planning submissions, a Heritage Impact Assessment was prepared, concluding that the existing structures hold no significant architectural or historic value, and their replacement with well-designed dwellings would restore the character of this part of Dean Street and remove detrimental features.
Sustainability & Local Policy
The proposal aligns with broad local planning aims, including the Liskeard Neighbourhood Development Plan objectives to support sustainable housing development that preserves and enhances the built heritage, respects townscape character, and integrates sensitively into the historic environment.
